OSDRI prides itself on providing veterans a “Hand Up… Not a Hand Out” and with over 270 years of military experience on our staff we follow the time honored tradition of “Veterans Serving Veterans.”
Anthony DeQuattro, a native of Johnston, Rhode Island, is the founder and President of Operation Stand Down Rhode Island (OSDRI). Formed in 1993, with a mission to provide homeless and at risk veterans a “hand-up not a hand-out,” OSDRI has grown to become the State’s largest provider of supportive services for veterans.
Tony, who served in the United State Marines, is one of the most recognizable veteran advocates in the State. His leadership in 2001 lead to the construction of the State’s first permanent supportive housing for homeless veterans. In 2010 Tony oversaw the completion of the Lance Corporal Holly Charrette Home, Rhode Island’s first and only transitional housing for homeless female veterans.
Over the years, Tony has served on numerous veteran advisory boards including those of Senator Jack Reed and Congressman Patrick Kennedy. He is a past State Commander and State Adjutant of the American Legion. In 2017, Tony was inducted into the Rhode Island Italian American Hall of Fame.
Tony resides with his wife Winnie in Cumberland, Rhode Island and has five children.

Mr. Wallin serves as the full-time Executive Director and General Counsel for Operation Stand Down Rhode Island, Inc. A native Rhode Islander, after graduating from Roger Williams University School of Law in 1997, Mr. Wallin joined the United States Air Force and served as a Captain in the Department of the Judge Advocate General. He returned to Rhode Island and was appointed a Special Assistant Attorney General in the Rhode Island Department of Attorney General. Subsequently he opened his own law practice and also served on the Board of Directors of OSDRI. He assumed his current position with OSDRI in 2011. Mr. Wallin is admitted to practice law before the U.S. Court of Appeals for the Armed Forces and is a member of the bars of the Commonwealth of Massachusetts and the State of Rhode Island. In 2010 he was sworn in as a member of the bar of the United States Supreme Court.

Tyrone Smith (Ty) serves as the Director of Veteran Supportive Services for Operation Stand Down Rhode Island. Mr. Smith is originally from Columbia, South Carolina, where he joined the U.S. Army immediately after graduating Irmo High School in 2002. Ty served over 6 years as a Military Policeman. During his service he was stationed in Virginia and Germany and deployed to Baghdad, Iraq from 2006-2008 with the 1st Infantry Division, 2nd Brigade Combat Team Cavalry Scouts. In 2008, Ty served as a Subject Matter Expert for the Virtual Army Experience, a mobile video game simulation, while working on his Associates Degree from Bristol Community College (BCC) in Fall River, MA. After graduating BCC he transferred to Brown University where he received his BA in English.
Before coming to Operation Stand Down Rhode Island Ty served as U.S. Senator Sheldon Whitehouse’s Veterans Affairs Coordinator. Ty comes from a family of those who have served their country in the military and in law enforcement. He and his wife have two children and a Labrador, Bohdi.

Dee DeQuattro serves as the Director of Development and Veteran Legal Services. Ms. DeQuattro earned a B.A. in Communications and Political Science from Roger Williams University; an M.A. from Providence College; and a J.D. from the University of Massachusetts Law School in Dartmouth. She is licensed to practice law in Rhode Island, Massachusetts and is accredited by the U.S. Department of Veterans Affairs in the handling of disability claims. Ms. DeQuattro is presently serving on Active Duty in Germany and is a Captain in the United States Army.
In 2016, Ms. DeQuattro founded the Boots on the Ground For Heroes Memorial and serves as the President of its Board of Directors. Prior to joining OSDRI full-time, Ms. DeQuattro had a career in Rhode Island media spanning print, digital, radio and television. Her work earned the 2012 Associated Press Award: Best Website; and, 2009 and 2010 Associated Press Award – Best Talk Show.

Jose L. Gonzalez serves as the Chief Financial Officer at Operation Stand Down. Jose graduated from Johnson and Wales University with a Master of Science Degree in Accounting. With over 17 years of experience, he’s worked for both private and public companies, across multiple industries, including insurance, media/broadcasting, manufacturing, and foodservice. Born in the U.S. Virgin Islands, he now resides in Rhode Island with his wife and three children.

Mrs. King is the Manager of Operation Stand Down Rhode Island’s VA Disability Claims Unit. Kailey graduated from Roger Williams University in 2010 with a B.A. in Legal Studies and Clinical Psychology, as well as a minor concentration in Philosophy. Mrs. King went on to attend Roger Williams University School of Law, where she graduated with a J.D. in 2013. She is licensed to practice law in the Commonwealth of Massachusetts, the Federal District of Massachusetts, and before the Administration for Veterans Affairs. She is an active member of the National Organization of Veterans’ Advocates (NOVA).
Kailey assumed her current position with OSDRI in 2019. Prior to joining OSDRI, Mrs. King was the managing attorney for the VA division at Rob Levine & Associates, where she established a division dedicated to helping veterans in their pursuit of disability compensation through the VA for injuries sustained during military service. She is the granddaughter of two Korean War Era Veterans, and her brother is a Chemical Biology and Radiology Nuclear Specialist for the Massachusetts Army National Guard.

MASTER SERGEANT, U.S. ARMY (RETIRED)
Mr. Sullivan is the Chief of SSVF Veteran Outreach for Operation Stand Down Rhode Island. Raised in Newport, he graduated from Eastern Connecticut State University with a Bachelor of Science Degree in Business Administration. Mr. Sullivan served on active duty with the United States Army National Guard for thirty four years obtaining the rank of Master Sergeant. He was recognized nationally with four awards for top production as a recruiter and top career counselor. He graduated from the Sergeants Major Academy at Fort Bliss, Texas in 2011.

William Jamieson is OSDRI’s SSVF Program Manager. He served in the United State Marine Corps from 1985 to 1992, deployed to Operation Desert Shield/Storm and attained the rank of Sergeant. He is the second of three generations in his family that have served in the Marine Corps.
Prior to joining OSDRI’s staff, Mr. Jamieson retired from the Rhode Island State Police. His last assignment with the RISP was Major of Inspectional Services.

George R. Luttge serves as an Employment Case Manager at Operation Stand Down. He served 8 years with the Rhode Island National Guard and deployed twice, once to Bosnia/Hungary (SFOR8) and most recently to Iraq (OIF 1). Born in Rhode Island, George resides in East Providence with his wife and four children. He commits his time to volunteering for veterans and within the community. George is the State Quartermaster of the Combat Veterans Motorcycle Association for Rhode Island and is an active member of the Sons of the American Revolution as well as the Veterans of Foreign Wars.

Timothy Ruel serves as an SSVF Case Manager at Operation Stand Down Rhode Island. Tim served in the Army National Guard for 23 years. In his 23 years Tim deployed to Fallujah Iraq with the 115th Military Police Company from 2003-2004. Tim was also deployed a second time to Baghdad Iraq with the 43rd Military Police Brigade as a Chaplain Assistant from 2005-2006. One last deployment for Tim and that was to Guantanamo Bay Cuba where Tim served as a Military Policeman with the QRF Platoon.
Born in Rhode Island Tim resides in Cumberland, with his wife Cheryl. Tim commits his time to volunteering for Veterans within his community. Tim is also Chapter Captain for Team Red White and Blue, where his job is to get Veterans back into the community with social and physical activities.

Lindsey joined the Army National Guard in 2011 and is currently serving as a Staff Sergeant in Joint Force Headquarters. She deployed in 2017-2018 with the 126th Aviation Battalion to Kuwait and Iraq. Born and raised in Connecticut, Lindsey moved to Rhode Island in 2013 to attend The University of Rhode Island where she graduated in 2016 with a Bachelors in Psychology.

Arturo Ramirez serves as a Case Manager for Operation Stand Down Rhode Island. A native of San Antonio, Texas, Mr. Ramirez grew up in Texas, California and Virginia, as the son of a US Marine. He joined the US Army upon graduating from high school serving in the 75th Ranger Regiment and 173rd Airborne Brigade.
During his 7 years in the US Army, he was stationed in Savannah, Georgia with 1st Ranger Battalion and in Vicenza, Italy with the 1/508th ABCT. As a civilian, he had the pleasure of living throughout Italy and Germany, including Landstuhl and Bavaria.
His professional experience includes 5 years as a correctional officer for the Federal Bureau of Prisons, Chief of Security for a European data-recovery company, Lead Clinician for a community mental health center and Team Leader of an Assertive Community Treatment (ACT) program where he coordinated client care.
Mr. Ramirez holds a BS in Psychology/Philosophy from the University of Maryland Global Campus Europe and an MS in Clinical Mental Health Counseling from Walden University.
He lives with his wife and children in Rhode Island enjoying the outdoors, good food and music on a daily basis.

Ernest M. Pavao serves as an OSDRI Case Manager. Mr. Pavao retired with the rank of Master Sergeant after completing 28 years of active duty service with the Rhode Island Army National Guard. His last assigned duty position was with the 1st Battlion, 103d Field Artillery as Senior Supply Sergeant. Born in Massachusetts, he attended Roger Williams University and studied Business Administration. Prior to joining OSDRI’s Staff, he worked as a civilian contractor for the Rhode Island Army National Guard as a Human Resource Specialist.

Barbra serves in the finance department at Operation Stand down Rhode Island. She has an associate’s degree from Community College of Rhode Island. She served 10 years in the Rhode Island National guard as a military police officer. Military is in her family, between her husband, 2 brothers, father and herself there are over 109 years of military service.
Born in Rhode Island she now lives in Massachusetts with her husband, 2 kids and her Shih Tzu, Oreo. She is an avid runner and enjoys playing softball

Prior to joining OSDRI’s Staff, Ernest C. Quarry retired with the rank of Captain after twenty four (24) years with the Rhode Island State Police. His last assignment with the RISP was as the Director of Training for the Rhode Island State Police and the Department of Public Safety. Captain Quarry’s previous assignments include Patrol Commander of the Lincoln Woods Barracks, Shift Sergeant at the Lincoln Woods Barracks and Fleet Operations Officer. He was Commandant of the 2009 Rhode Island State Police Recruit Training Academy and Academy Staff Instructor for the 1997, 2000 and 2005 Rhode Island State Police Recruit Training Academies. Most recently he served as the District “A” Commander of the Division’s Uniform Bureau.
Captain Quarry served in the United State Marine Corps from 1977 to 1981, attaining the rank of Sergeant. He holds a Bachelor of Science Degree in Criminal Justice from Roger Williams University.

Ms. Marcou is an attorney in Operation Stand Down Rhode Island’s VA Disability Claims Unit. Ms. Marcou graduated from Rhode Island College in 2011 with a B.A. in Political Science. Carol Drowne is a dedicated bookkeeper who works for Operation Stand Down RI. Carol is known for her hard work and diligence, as well as her kind and friendly demeanor. LT. COMMANDER U.S. NAVY RESERVE
Attorney Dorry works in the Legal Department of Operation Stand Down Rhode Island providing legal assistance to veterans in a wide array of matters. Attorney Dorry joined the U.S. Navy immediately after graduating high school and served six years as an Electronics Technician. He earned his sea legs on the USS Moosbrugger (DD-980) and deployed twice in 1996 and 1998. Attorney Dorry subsequently earned a B.A in History from Rhode Island College and a Juris Doctor from Syracuse University College of Law. After law school Attorney Dorry reaffiliated with the Navy and is currently a Lieutenant Commander in the U.S. Navy Reserve. Attorney Dorry deployed to Iraq in 2016-2017 with a special operations Joint Task Force in support of Operation Inherent Resolve. Prior to joining Operation Stand Down Rhode Island, Attorney Dorry was an attorney in private practice specializing in real estate, regulatory compliance and creditor’s rights. He is a member of the Rhode Island and Massachusetts Bars.

Steven is a proud veteran of the United States Army. As a radio COMSEC repairer, he served on Active Duty for 4 years, including a deployment to Iraq with Golf Co 3-29FA, 4th Infantry Division out of Fort Carson. After sustaining an injury while serving in Iraq, Steven was transferred to the Warrior Transition Unit before being re-assigned to the 4th Brigade Special Troops Battalion, 1st Cavalry Division at Fort Hood. Prior to working at OSDRI, Steven was an Engineering Technician IV at the Naval Undersea Warfare Center in Newport for 5 years. Once a client of OSDRI himself, Steven embodies OSDRI’s mission of a “HANDUP…NOT A HANDOUT”.

Bobby is a proud member of a family rich in military service. His father is a retired US Marine and both of his grandfathers served in the US Army.
Bobby retired at the rank of Lieutenant from the Johnston, RI Police Department. He also served in the Rhode Island Army National Guard before retiring at the Rank of Sergeant First Class. He deployed in support of Operation Iraqi Freedom in 2003-2004. He deployed again in 2005-2006 with the 43d Military Police Brigade where he was assigned as the PSD for the Brigade Commander in Charge of Detainee Operations. He took pride in being tasked with leading a Court Room Security Detail at Saddam Hussein’s Trial.
Bobby received his BS in Criminal Justice from Roger Williams. After retiring from law enforcement and military service, Bobby went on to earn his MSW at Boston University with an emphasis on mental health issues facing Veterans such as PTSD, Depression and Substance Use Disorders. His internships focused on assisting justice-involved Veterans as well as outreaching homeless Veterans in need of support and services. He is a Licensed Clinical Social Worker in the State of Rhode Island.
He resides in Chepachet, RI with his wife Kelly. Together they enjoy trying different restaurants, attending concerts, traveling, and spoiling their English Mastiff – Zoey and Boston Terrier – Louie.

Caitlyn Brochu is a key member of the Operation Stand Down Rhode Island team, serving as the Development Coordinator. Her connection as the spouse of a former servicemember brings a unique perspective to her role. Michael Trinidad is a Case Manager at Operation Stand Down RI. A former infantryman with the 82nd Airborne Division, he completed two combat deployments to Afghanistan, experiences that deeply influenced his desire to support veterans. Michael holds a Bachelor’s degree in Criminal Justice from Johnson & Wales University and has a varied background, including roles as a Loan Officer, Private Client Banker, and Sales and Leasing Consultant. His expertise in managing client portfolios and streamlining loan processes, combined with a strong ability to connect with clients, positions him well to assist veterans in their professional development.

Brian Goodhart is an Employment and Training Specialist at Operation Stand Down Rhode Island (OSDRI). Prior to joining OSDRI, Brian served as a paratrooper medic in the US Army, seeing combat in Panama and Iraq and making 89 parachute jumps. Despite being medically retired from the Army due to severe health complications from a leg injury, Brian never gave up and returned to school to complete the degree he started some 20 years earlier. In May of 2022, he graduated from Rhode Island College with a B.A. in liberal arts and sciences. With his extensive experience in the military and his passion for helping veterans, Brian is an integral member of the OSDRI team, working tirelessly to provide employment and training opportunities to veterans in need. His determination and perseverance are an inspiration to all who work with him.

Catarina Liebe serves as the GPD Case Manager at Operation Stand Down Rhode Island, leveraging her experience to assist veterans at our female housing locations. She holds a Bachelor’s degree and has an enriching background as a substance abuse counselor. Josh Boccanfuso was a big fan of OSDRI’s mission and was profoundly moved by attending Boots on the Ground in the past. Josh was active-duty Army Infantry from 2008 to 2013 and served with the 187th Infantry Regiment of the 101st Airborne Division (Air Assault). He deployed to Afghanistan in support of Operation Enduring Freedom X in 2010 – 2011, where he earned the Combat Infantryman’s Badge. After service, Josh enrolled in college and obtained two associate’s degrees, a bachelor’s degree, and an MBA. During college, Josh found his passion for helping others, especially the veteran community.

Callista “Callie” Koelling combines military service, legal training, and advocacy in her role as a Legal Administrative Assistant. A graduate of an ABA-approved paralegal program at Roger Williams University, she also holds a Bachelor’s in Spanish from Dickinson College and has over eight years of federal service, including seven years as an Army officer. Callie’s experience as a Consular Assistant at the U.S. Department of State honed her skills in international communication and organization, coordinating DNA collections for a large number of applicants. Her personal experience with filing a VA disability claim adds to her drive to assisting veterans dealing with the VA processes.

Ally is an Accredited VA Claims Agent, bringing a wealth of knowledge and expertise in preparing, presenting, and prosecuting Veterans benefits claims before the Department of Veterans Affairs. Her commitment to veterans’ welfare is evident throughout her professional and educational background. She is a Senior at Youngstown State University, finishing her Bachelor’s Degree in Social Work (BSW/LSW). She also holds an A.A.S. in Criminal Justice and an A.A.B. in Paralegal Studies through an ABA approved degree program, where she graduated Magna Cum Laude for both.
Ally also enjoys volunteering for The SubZero Mission, which is a non-profit helping end veteran homelessness. She is an alumni member of Sigma Kappa Delta English Honor Society and Phi Theta Kappa Honor Society Alpha Psi Rho Chapter.
Ally is also a U.S. Army Veteran, where she served overseas in Germany as an All-Source Intelligence Analyst, furthering her understanding and advocacy for veterans.

Patrick Camp’s military career spans from December 1983 to 2008, beginning in the United States Air Force where he worked in supply operations before transitioning to a Tactical Air Control Party (TACP) member in 1989. His service in the Air Force was marked by a strong dedication and adaptability. After the Air Force, he joined the Army National Guard, serving from 1993 to 1995 and again from 1996 to 2008 with the 115th Military Police Company, including a deployment to Iraq from 2003 to 2004.
