Mr. Wallin serves as the full-time Executive Director and General Counsel for Operation Stand Down Rhode Island, Inc. A native Rhode Islander, after graduating from Roger Williams University School of Law in 1997, Mr. Wallin joined the United States Air Force and served as a Captain in the Department of the Judge Advocate General. He returned to Rhode Island and was appointed a Special Assistant Attorney General in the Rhode Island Department of Attorney General. Subsequently he opened his own law practice and also served on the Board of Directors of OSDRI. He assumed his current position with OSDRI in 2011. Mr. Wallin is admitted to practice law before the U.S. Court of Appeals for the Armed Forces and is a member of the bars of the Commonwealth of Massachusetts and the State of Rhode Island. In 2010 he was sworn in as a member of the bar of the United States Supreme Court.

John J. McDonough, IV is the Director of Supportive Services. He retired after completing 36 years of active duty military service with the Rhode Island Army National Guard, having served for the final seven years as the State Command Sergeant Major. Born in Rhode Island, John has seen service in Germany, Iraq, Afghanistan, Kuwait, and Guantanamo Bay, Cuba. He holds a Bachelor’s Degree in Business Management from Grantham University, is a graduate of the US Army Sergeants Major Academy, and is credentialed in numerous Staff Supervisory Programs. John is the recipient of the prestigious “Legion of Merit”.

Dee DeQuattro serves as the Director of Communications and Development and Staff Attorney.  Ms. DeQuattro has extensive experience in Rhode Island media spanning print, digital, radio and television.  Most recently she held the position of Assignment Manager for ABC 6 News and previously served as a Digital Reporter and Content Manager for Cumulus Media’s 630WPRO.com; Executive Producer of Clear Channel Media’s Helen Glover Show; and, contributing writer for East Bay Papers. Her work has earned the 2012 Associated Press Award: Best Website; and, 2009 and 2010 Associated Press Award – Best Talk Show.  Ms. DeQuattro earned a B.A. in Communications and Political Science from Roger Williams University; an M.A. from Providence College; and a J.D. from the University of Massachusetts Law School in Dartmouth.  She is licensed to practice law in Rhode Island and Massachusetts. She is the spouse of a OIF/OEF war veteran and the Daughter of a Vietnam Era Veteran and volunteered well over a decade at Operation Stand Down Rhode Island. In 2016, she founded OSDRI’s Boots on the Ground for Heroes Memorial.

Mr. Sullivan is the Associate Director of  Veteran Outreach for Operation Stand Down Rhode Island. Raised in Newport, he graduated from Eastern Connecticut State University with a Bachelor of Science Degree in Business Administration. Mr. Sullivan served on active duty with the United States Army National Guard for thirty four years obtaining the rank of Master Sergeant. He was recognized nationally with four awards for top production as a recruiter and top career counselor. He graduated from the Sergeants Major Academy at Fort Bliss, Texas in 2011.

Sherry Elderkin serves as the Transitional/Permanent Housing and Special Projects Manager. Her primary responsibilities include oversight and case management for OSDRI’s transitional home for homeless female veterans, The U.S. Marine CPL Holly Charette Home, and coordination of special projects including the Annual Stand Down Weekend outreach event. Prior to joining the OSDRI staff in 2011, Ms. Elderkin served for nearly 19 years as a key volunteer assisting homeless veterans and contributing to Stand Down Weekend. She has an extensive employment history in the field of social services. A native Rhode Islander, Ms. Elderkin is the military spouse of a Desert Storm Veteran.

Ernest M. Pavao serves as an OSDRI Case Manager.  Mr. Pavao retired with the rank of Master Sergeant after completing 28 years of active duty service with the Rhode Island Army National Guard.  His last assigned duty position was with the 1st Battlion, 103d Field Artillery as Senior Supply Sergeant.  Born in Massachusetts, he attended Roger Williams University and studied Business Administration.  Prior to joining OSDRI’s Staff, he worked as a civilian contractor for the Rhode Island Army National Guard as a Human Resource Specialist.

Ernest C. Quarry, Jr. serves as a Veteran Employment and Training Specialist. Prior to joining OSDRI’s Staff, he retired with the rank of Captain after twenty four (24) years with the Rhode Island State Police. His last assignment with the RISP was as the Director of Training for the Rhode Island State Police and the Department of Public Safety. Captain Quarry’s previous assignments include Patrol Commander of the Lincoln Woods Barracks, Shift Sergeant at the Lincoln Woods Barracks and Fleet Operations Officer. He was Commandant of the 2009 Rhode Island State Police Recruit Training Academy and Academy Staff Instructor for the 1997, 2000 and 2005 Rhode Island State Police Recruit Training Academies. Most recently he served as the District “A” Commander of the Division’s Uniform Bureau.

Captain Quarry served in the United State Marine Corps from 1977 to 1981, attaining the rank of Sergeant. He holds a Bachelor of Science Degree in Criminal Justice from Roger Williams University.

James M. Duncanson, Jr. serves as an OSDRI Case Manager. Mr. Duncanson is currently a Sergeant First Class attached to the 243D Regiment (Regional Training Institute). He has over 22 years of service with the Rhode Island Army National Guard. He is currently D Company NCOIC, Newsletter Publisher and Social Media Administrator at the 243D. His first assignment was as a “gun bunny” with Bravo Battery, 1ST Battalion, 103D Field Artillery in North Smithfield, RI. He served a tour in Afghanistan as part of Operation Enduring Freedom.

Born in Massachusetts, he attended Clark University where received a B.A. in Government. Later, he attended Southern New Hampshire University (formerly New Hampshire College) where he received a M.S. in Community Economic Development. Prior to joining OSDRI’s Staff he worked as an Area Manager in the Circulation Department of the Telegram & Gazette in Worcester, MA.

Cassi DuCharme graduated from Franklin Pierce University with a Bachelor’s degree in Theatre. She has been highly involved in her local community with the Scituate Lions Club, Swamp Meadow Community Theatre and The Bradley Playhouse. Prior to joining OSDRI she was the Executive Assistant at the Gabrielle Dinsmore Heart & Hope Fund, specializing in Event and Volunteer Management. She is the daughter of a Vietnam Veteran and sister of an OIF Veteran.

George R. Luttge serves as the Employment and Training Specialist at Operation Stand Down.  He served 8 years with the Rhode Island National Guard and deployed twice, once to Bosnia/Hungary (SFOR8) and most recently to Iraq (OIF 1).   Born in Rhode Island, George resides in East Providence with his wife and four children.  He commits his time to volunteering for veterans and within the community. George sits on the board of directors for the Combat Veterans Motorcycle Association as Sgt. at Arms for chapter 9-1 and is an active member of the Sons of the American Revolution.

William Jamieson is an OSDRI Case Manager. He served in the United State Marine Corps from 1985 to 1992, deployed to Operation Desert Shield/Storm and attained the rank of Sergeant.  He is the second of three generations in his family that have served in the Marine Corps.

Prior to joining OSDRI’s staff, Mr. Jamieson retired from the Rhode Island State Police.  His last assignment with the RISP was Major of Inspectional Services.

Jessica Dailey serves as the Executive Assistant. Jessica graduated summa cum laude from the University of Rhode Island with a Bachelor of Science Degree, with her concentration in Human Development and Family Studies. Jessica started with Operation Stand Down as an Intern while in her senior year at URI. Jessica has always wanted to work with helping veterans and their families. Her inspiration in this field stems from her military background. Jessica is the spouse of a member of the Rhode Island Air National Guard, the sister of an Active Duty Marine, and the daughter of a Vietnam Era Veteran.

Ryan A. Sherry serves as an Employment and Training Specialist. Born and raised in Rhode Island, Mr. Sherry enlisted shortly after graduating high school with the US Army. During his 8 years of active duty, Ryan served as a Cavalry Trooper with 1/3 ACR, 2/11 ACR, and the 1st AD where he attained the rank of Sergeant. He deployed to both Iraq and Afghanistan in support of the Global War on Terrorism. After leaving the military Mr. Sherry earned his B.A. from Rhode Island College where he received the school’s Mary Anne Hawkes Award in Justice Studies. While in school Mr. Sherry was selected for a fellowship to advocate for wounded veterans and the spouses of combat veterans with the US House of Representatives. There he spent most of his time acting as an ombudsman. Mr. Sherry is currently in pursuit of his Maters in Public Administration (MPA) at Roger Williams University and plans to focus his research and capstone project on veteran specific issues and their solutions.
